LEGISLATIVE COMMISSION
The law granting certain legislative employees collective bargaining rights, chapter 44.90 RCW, became effective May 1, 2024. SSB 6194 created the legislative commission to hear appeals under the statute. It will be a three-member commission, with one member appointed by the speaker of the house of representatives, one appointed by the president of the senate, and one appointed by mutual consent of the other two appointed members. Appointments must be made by September 30, 2024, and will be effective until the legislative commission expires on December 31, 2027.

Eric Pettigrew was appointed as chair of the Legislative Commission by Commissioners Pittman and Devereux.
Pettigrew has a diverse background of work experience at various levels of government, the private sector, and the nonprofit sector.
Pettigrew currently serves as the president of Pettigrew Consulting Services but also has vast experience providing government relations and business development for the National Hockey League’s Seattle Kraken, Gallagher Consulting, SAFECO Insurance, and Regence BlueShield of Washington.
In 2002 Pettigrew was elected to the Washington House of Representatives where he represented South and Central Seattle in that role for 18 years. In 2010 he was chosen by his peers to serve as House Democratic Caucus chair, making him the highest-ranking African American in the Legislature at the time.
Pettigrew received his bachelor’s degree from Oregon State University and later moved to Seattle to attend the University of Washington, where he received his master’s degree.
In addition to his professional responsibilities, Pettigrew has remained actively involved in community service. He has served as the president of the Rainier Valley Chamber of Commerce and served on the boards of the Rainier Vista Boys and Girls Club, ACT Theatre, United Way of King County, and the Pacific Science Center. Additionally, Pettigrew has proudly volunteered as a Little League baseball and basketball coach and remains a fan of sports, highlighted by his lifetime dedication to Oregon State University athletics.
Pettigrew lives in Renton with his wife Nicole and has three adult children and two very rambunctious dogs named Peanut and Piper.
