PERC conducts representation elections to determine if public employees want to be represented by a union.  In unit clarification cases PERC will review existing bargaining units to ensure their appropriateness.

PERC offers mediation free of charge. Mediation is voluntary and the parties are in control of any agreements that result. Mediation seeks to prevent conflicts from escalating and the goal is mutual acceptability.

PERC conducts hearings in unfair labor practice and non-association charges.  A hearing is similar to a trial before a judge.  The PERC Examiner acts as an Administrative Law Judge, and parties provide evidence through testimony of witnesses and exhibits regarding the disputed issues.  We also conduct arbitrations and fact-finding.

PERC staff travel statewide to provide free training to public employers and unions to help improve labor management relationships, expand knowledge of collective bargaining laws and process, and learn and apply the Interest Based Bargaining process.

PERC maintains a database of qualified private arbitrators, provided in a limited list to parties who request a dispute resolution panel.  There is no charge for list of arbitrators; however, parties are responsible for the costs incurred after selection.
